Most Grant Accounts Leave the Money Unspent
Most camps that hold the grant use a small fraction of it, and plenty of eligible camps have never applied at all. The grant is generous, but it is not the same product as paid Google Ads. Grant ads run in their own auction, below paying advertisers, and Google enforces strict rules: a minimum click-through rate, active conversion tracking, a keyword Quality Score floor and regular account activity. Fall out of compliance and the account can be suspended, losing the free advertising entirely.
